In the states, certification/credentialing requirements are totally separate
from the probationary/tenure requirements for each individual district.
Credentialing/certification is done by the state departments of education.
Each district decides who to hire, how long to put them on a probationary
contract. (For some districts, it's 2 years of single year contracts, and for
others, it's 3.) Permanent contract status here is called "tenure", but in
most districts it's still only a year-long contract - renewable, tho, except
in extreme circumstances (i.e. dumping of the department...."Mr. Holland's
Opus" comes to mind here....)
