At least most of them do. Think of this as of an engineering problem:
one can hardly fix the HDD to any surface in the laptop using the screw
holes found on the HDD. Instead, the HDD is firmly attached to some
enclosure which in turn mates tightly with the rest of laptop.

A caddy could be as simple as two rails comprising six holes, four of
them used for attaching HDD to the rails, two more for attaching the
rails to the laptop chassis. This layout is quite compact and was used
in Toshiba laptops of mid-1990s.
IBM's "candy box" used in TP770 looked monstrous to me but I believe
they had some concerns for heat dissipation to justify this design.
Also consider the caddy to be a part of laptop, rather than an extra
accessory pertaining to HDD - the digits printed on it are irrelevant
unless there is a mechanical incompatibility.
