Technically, it is easier to eavesdrop on IP traffic than voice traffic but it isn't really easy to snoop on someone in particular unless you have access to a point on the route (which could change continually). Hanging out as I do on the user side of a cable modem, I don't see anyone else's traffic. If I could punch my way into a router somewhere, I could potentially snoop on all of the traffic passing through it.
