From the Binkley 260 Docs -

Q=    Inhibits BinkleyTerm from calling out with less than nnn
      bytes  of data for a node (?LO + ?UT sizes).  You should
      probably  have at least one event with Q=0 (the default
      if none is specified) in order to get the mail out.
