I am not that familiar with the ECSA (?), but having worked in broadcasting,
I am familiar with the Communications Act of 1934 as ammended.
When the Emergency Services release 911 recordings to the news media, It
probably has to do with the fact that the calls are to the local
emergency services, (police, fire, etc), and according to the
Communications Act of 1934 as ammended, a person, (or orginization) is
free to record their own calls, (subject to certain conditions), and may
release those recordings as they see fit.
One specific exemption to the "beeper" law is that a broadcast station
may record and/or broadcast phone calls when it is understood that the
call is to be broadcast, such as a call-in show or a telephone interview
without using a beeper. You may also record YOUR OWN phone calls provided
that at the start of the call you inform the person on the other end that
you are recording and get their permission to record. This must be at the
beginning of the conversation. I would assume that everyone knows that
all calls to 911 WILL be recorded.
