What's it supposed to do?
This idea came from Fredrick Forsyth's "Day of the Jackal" -- I know of
no one who's ever seriously loaded such ammuntion.  Forsyth's books are
riddled with old wives tales about guns and explosives.
If you want explosive expansion -- use bullets designed for such work.
