the reason the writers would have said this is because garath thomas (the
actor who played blake) had it written into his contract in ep D13
("blake") that he will never return and that there MUST be blood
when blake dies to put the issue beyond doubt

the fans have none the less still raised issues such as the clone masters
still holding DNA for blake and also that there is still at least one clone
of blake roaming the galaxy.. questions raised are along the lines that the
"blake" that was killed in D13 may well have been a clone..
