One thing you could do is tap into the alternator before the diodes,  where 
you'll find AC,  and feed it into a transformer of your choice.  Use a 
variable type (Variac or whatever) and you'll have your variable voltage,  
though not much in the way of amps,  unless you've got a big one there.
Why step the voltage down?
