I've seen and tried at various times--- Gibbon FTP, SFTP, Neologic (now 
EmTech) FTP.  There is also NcFTP, plus at least two others that I've seen 
and have forgotten the names of... .
I guarantee that the first three of the above will accept passwords longer 
than 12 characters:
e.g. "rtwrigh@ibm.net", "rtwright@express.ca", "rtwright@eznet.ca" are some 
of the I.D.'s I've used (it's a long story), and they've all worked.
