John, your analogy does not hold water. Unlike the agencies that you
mention above, the National Registry is NOT a federal agency. It is a
private organization that administers the EMT and paramedic
certification process for states that want it to. The NR has no
authority to do anything at all.

Massachusetts does the same thing for paramedics. The rationale is that
it is a lot cheaper to have someone else do the initial testing, since
it costs a lot to write a valid examination. Recertification is easy,
since all that it requires is ConEd, Refresher, ACLS, and CPR.
