You mean a nodelist compiler ? - I use FastLst (32 bit) to make V7
nodelists. It's fully functional shareware; 'feel sorry for the author
though, because I never intend to register. 

If you mean a C/C++ compiler I think gcc will suffice for the BinkleyTerm
source. There should be compile documentation in a README or Makefile
somewhere.

Dunno. I've never used dialuptotelnet. If dialuptotelnet is a Win32
executable I don't think it will hold DTR when the comport's passed from
BinkleyTerm unless it works like WinFossil.
