That's the one -- the teflon is only there to protect the bore (they
ruined some nice revolvers in early testing, and finally settled on
teflon as the cure.)  If you'll recall, the press and the antis in
Congess were calling it a "cop killer bullet" and trumpeting how it
would penetrate police vests.
The bottom line is, bullet material does not influence the ability to
penetrate a kevlar vest.  The key to penetrating kevlar is velocity.
As I said -- if you get a marshmallow moving fast enough, it'll go
through an M1 tank.
