I see a problem the way you have this %1 can only be: ("HELP" or
"/HELP").
The user can input:
help
helP
heLp
Help
.
.
.

What you need to do is:

if "%{at}UPPER[%1]" =="HELP" .or.
"/HELP"=="%{at}UPPER[%1]" .or. 
"%{at}UPPER[%1]"=="-HELP" %=

 
The above converts the %1 INPUT to ALL UPPER Case.
It does NOT change the Value of %1.


Try having %1 be "HeLp", see what happends.
