Looks like I was mistaken.  I took the &C1 back out of 'additional
settings' and restarted Win95.  The modem did come up with &C1 active.
(Confirmed by an AT&V from my term program.) I was sure I had seen the
DCD LED illuminated after booting, but I don't see that now.
