Saddam would certainly claim we used biological weapons, and
never admit the biologicals were already in place in his own
labs...assuming Saddam and a few of his spin-doctors survived,
of course.  But I doubt anyone outside Iraq (and few inside)
would believe him.
The real problem would come if we bombed a lab close enough
to the border to threaten a neighboring country.  If any
biologicals affected non-Iraqis within their own borders,
we would certainly be blamed...and with some justification.
If it turns out that any of the targets are away from the
center of the country, it would actually be better for all
concerned if we used tactical nukes -- or at the very least,
blanketed the area for miles around with fuel-air bombs,
including both ground- and air-bursts.

Good point.  Of course, we'd blame Bill Clinton and demand
his immediate impeachment.  I suspect the Iraqis would find
a "more decisive" method of dealing with their leader.
