Since it is Halliburton's accounting that is being investigated, it seems far more may be involved than just a Halliburton contractor being charged much more for importing oil from Kuwait than others were paying. That is the story that Halliburton is spreading, but that would not justify an audit of Halliburton's books. Obviously far more is involved when the Pentagon found it necessary to initiate the audit and Bush to comment that any overcharges will be recovered.
