Exactly what should happen-that is management's failure. I have worked in a
school managed by the state directly. Seemed better than the petty
infighting that goes on among administrative types. More attention was paid
to the students and teachers than to admins gloating over who got the title
of the week.

-> learn, and any student who can't read falls fast and far behind in
-> every subject."
And remediation is very difficult and expensive - often beyond the district's
and government's ability to pay.
