I don't think so either, but from what I've read it appears to be more a
case of paying ($xxxx) for the gasoline instead of only ($xx) eg. the
Pentagon is saying, "you could have bought the gas cheaper," and
Halliburton is saying, "we know we could've but we were only allowed
to buy it here, here and here and we picked the lowest out of that
restricted group.

Still, we'll get more info soon - first the report will get scooped up by
the NYTimes and the headlines will reflect the worst for Halliburton, then
we'll go to Halliburton's site and read their side, then the report will be
put up on whichever "firstgov" site and we'll find out what the
real story is. 

I'm betting the final analysis is something like, "It sure looked like
Cheney's buddies were raping us, but as it turned out they weren't,
however, thanks to our investigation we'll be paying $65 million less for
our next (yyyy) gallons of gasoline."
