The rules for homeschooling are different in every state. Your local
superintendent of education should be able to give you information about the
law in your state, and maybe the number for a local homeschool contact. The
library is another great source of info. You should be able to find the
names and numbers of any homeschool organizations in your state at the
library.
We're in Washington state, and once you're 16 here, many choices open up.
Which one you'd pick would depend on why you're finding it hard to
concentrate.
Twenty years ago, I participated in an early graduation program whereby I
took classes at our local community college and got credits to graduate high
school a year early. Though it was unusual at the time, there's now a
regular program in place for 16 year old high school students to do this.
Other options for 16 year olds: take the test for an equivalency diploma;
get high school credit for a part time job; home school.
