That's not a cluster weapon but a simple anti-personnel one.

A cluster weapon is lots of bomblets each packed with hundreds of ball
bearings & covering a much larger area.

Israel has been invading Lebanon & taking Lebanese hostage & unlike
Hezbollah they really have used cluster munitions.
