Completely implies aerial sovereignty. The use & easy deployment of
anti-ship missiles has been a nasty shock to the Israelis however wrt
aerial sovereignty the only real answer is lots of fast drones/cruise
equipped with anti-runway munitions & then a reasonable AADS.

Basically invest in drones & get most of what you want for mucho less
e.g. long range pgm'es etc. One night you send out your kamikaze shock
& awe drones to lift significant sections of every runway & apron
the  the target area & then whip out your SAM's to catch any which
might either still be in the air or which might make it into the air.

Also consider Air to Air Drones for taking down other drones & helos.
