Ahem. Usually the reason Congress and state legislatures burn the
midnight oil is that they procrastinate and don't get done in a
timely fashion what they *should* have done either before the
respective legislative sessions or early in the sessions. IMHO
burning the midnight oil leaves legislators open to making gross
mistakes which then have to be corrected later in special
legislative sessions (at the state level, at least).
