Again, you've got two different things confused. the "command processor" and the OS. Take Command sets up a character mode console session. 4NT replaces CMD.EXE, they both give you a "character mode" *interface* to Windows. But either way, hardware access will be controlled by *Windows*, not by them. Especially under XP.
