I can believe it. Like you say it depends on the "sophistication"
of this this "separatist movement". After all who would have
thought the trans-dneister would still be functioning now that Ukraine has
sided more with the west.

Does it work? It would appear so. Ergo it gets the job done, what more do you want.

Well now they are getting the cash to make things better & my guess is
that putin's focus is on missiles (esp SLBM/ICBM & long range SAM)
