I just tried paragraph numbering in WPD 5.1+ and it did exactly what
you're trying to do automatically ... it began numbering from "1" at
every new indentation:
I.
  A.
  B.
  C.
II.
  A.
  B.
  C.
III.
  A.
  B.
  C.
(I could've defined the numbering to use Arabic numerals instead of
letters to produce exactly what you're trying to do.)
