Same issue as a dead battery in your PC, clock defaults to some preset
date/time in history. In this case, no printing until the clock is
brought up to date/time.
page count and ink consumption records are stored in non-volatile memory
(EEPROM and similar). That sort of record keeping mechanism works for
thousands of cycles of writes. for true long term storage, the
timekeeping function needs a small amount of RAM that is battery-backed
so that endless writes can occur independent of power.
I actually don't believe that HP or any printer manufacturer would
resort to such an obselence scheme. Most folks do not refill their own
print cartridges anyway, particularly in the business world. The
nightmares of support are too extreme as the maintenance costs of such
printers would rise. Also, the user inderface on the printer would have
to change. A keypad and a clock display would have to be provided. Only
the higher end printers could afford the overhead of this added expense,
i.e printers costing $500 and higher.
Certainly no consumer level printer costing $100-$200 could afford this
added expense!!
