 The Distance is the better part of the Gamma Protection but one of the
concerns for an Expended Reactor Core is the Neutron Flux. And the
Water is a good shield for that. 
The Blue Glow is even more facinating when seen in person by the way. I
got to see it up at the Navy's Reactor Site up in Idaho. I spent 2 years
there in the middle 50's
