If need to force them to read messages, try this mec:
[key_poke]1  [comment message area 1]
[menu_cmd msg_area]
[key_poke]cyr
[menu_cmd msg_browse]
that makes them read any new mail for them in message area 1..
here's what i use right now:

[comment  ^^^ cnr = current/new/read .. cyr = current/your/read]
[menu_cmd msg_browse]
[comment again, but with LOCAL]

[menu_cmd msg_browse]
[comment sit in msg area 1]
[key_poke]1
[menu_cmd msg_area]

that forces them to read all the messages they can see in area 1, useful for 
me to post bulletins, i simply post a message to All and take the Pvt bit 
f.
it then forces them to read local, where users can make bulletins to all 
other users, or just leave messages to each other (i also have netmgr setup 
to move any mail that's not to or from me to LOCAL so area 1 doesn't get 
cluttered by my users mail)
