The device having a controller isn't a guarantee, especially when we are 
talking about 3com: they have or had a "hardware controlled" internal 
modem (IIRC "Performance +"), which only works with it's propriatary 
software (Windy and/or Linux), so it can't work under OS2/eCS.

Only money back guarantee advise that can be given is: get an external 
modem.
