It was the First Frump - Hillarity - who stated on national
TV that the Monica Lewinsky affair was a "Right Wing
Conspiracy". Since that time, conservatives have ridiculed
the accusation by making it a central theme in multiple
parodies. Rush has even played the role of the "Meester
Beeg" of the conspiracy. 
Mark Levin has pointed out that if it were a right wing
conspiracy, they would have been sent Lorena Bobbit rather
than Monica Lewinski.
