Do you know how a binary bitmask works? subnet masks work the same way. 
Effectively a mask of 255.255.255.254 says anything not destined for my 
system stays local. A mask of 255.255.255.0 says anything in my net stays 
local (255 machines). A mask of 255.255.254 says anything in my net and the 
net one away from mine stay local (eg 12.117.44.* and 2.117.45.* are all 
local systems and no router statement used).
