Found it, thanks.  For any one else interested, look in
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\
Modem\0000\Init.
There are also some fragments in ....\Modem\0000\Settings\Init
Funny, though.  The init string listed above contains &C1, but it seems
to leave the Zoom I'm using here at work in the &C0 state (Carrier
detect held high).  I did put &C1 into the 'extra settings' and that
took care of the problem.  Looks like I need to do some more
investigation.  Would be nice if I could find a utility that would
'trap' the string sent to the com port....
