Some are, some are not.  New York City has had both Republican and
Democratic leaders.  Texas is mostly Republican.  Chicago is mostly
Democratic.  Arizona is Republican.   Washington DC is Democratic.
North Carolina is Republican.

Prejudice cuts across areas where both parties have a majority.
