In eCS 1.24, it's Local System -> System Setup -> Mouse -> Scroll
Speed (tab)
I have "Scrolling Speed: Normal" and "Scroll Type: Use
Simulated Keys: Use
PageUp/PageDown" checked. This works with the IBM smouse driver and Firefox
0.8 through 1.0.4 as you say you want yours to work.
Mozilla 1.7.x does have its own scrolling settings, but Firefox 1.0.x doesn't
(unless you use an extension).
