I don't know how the practice of rent free, utilities free space
began, but maybe it is time for that to be looked at. After all,
how can we develop the Randolph-shepherd program to its fullest
if buildings managers can bring in Pizza Hut, McDonald's, Etc.
for rent while we have to have rent free space? I am referring
here to private buildings not federal ones.
And the reason why we do not want the program opened to other
disabled groups, I believe, is for 2 reasons: 1. that the
A.D.A. has defined so many people as disabled that we would be
hopelessly outnumbered, and 2. That those groups would quickly
squeeze out blind people from the program within a year or so.
That's been the case with most job programs for the disabled.
When section 503 of the Rehab Act of 1973 as amended was in
force, the companies with federal contracts hired just about
every disabled group except the blind. Now with even more people
defined by law as disabled, the problem would probably be much
worse.
