Telcos are tightly regulated in Canada and all I can get is the local basic
access I do get.  So far the telco has not shown any inclination to reduce
the local basic access charge and meter local calls and even if it wanted
to, the request would have to be heard by the Canadian Radio-Television
Telecommunications Commission (CRTC) first.

As long as I don't exceed the airtime I pay for, it costs me nothing.

Good question.  I think it remains a local call if long distance charges
are not incurred.
