Win95, Win98, Win98SE, and WinME _will_ allow hardware to be directly
manipulated by applications.  It's the WinNT-series of OSs -- WinNT4,
WinXP, Win2k series -- that won't

Mike might have to put some commands in WIN.INI  Edited by Start, Run,
Sysedit:
Under [Ports] put
COM:=115200,n,8,1,p
And in SYSTEM.INI under [386Enh] put
COMFIFO=1
