 Water does little to Nothing to stop Gamma Rays. It takes Lead or
other Heavy metals to do that. Now the Water/Plastic does a good job on
Neutrons. Which Can Kill Humans, Rembember the Neutron Bomb that killed
the People but didn't destroy the buildings etc??
