It would seen as dead-ended as the proposal itself, by the looks of
things.  :(

Personally, I have always though it incumbant upon the IC to press the
issue, and /require/ responses from the RC (once they were informed of
such a proposal).  If he has done so, he has fialed to relay results
here (or elsewhere) AFAIK.

I've not been around lately, so can't coment on any current events,
but my understanding is that we're as far on this as when we first
started.  :(
