I got a similar sense, at least with Janeway's incapacitation.
I thought Harry's fit quite nicely into the plot, as it gave them an
immediate reason to develop what eventually became their bargaining chip
with the Borg. Mother of invention, and all that. Though I do agree
the recovery semed a bit rushed, especially the often used "immediate
results after the first injection" routine.
The bit about Janeway's entire nervous system having been
disrupted and needing to be repaired by the Doc was unnecessarily
complicated, IMHO. The point of the plot wrinkle was obviously to
incapacitate Janeway so that Chakotay would be left in command and have
to deal with a situation he was opposed to being in from the get-go,
thus causing internal conflict between the Captain and himself.
However, it could have been easily executed without the impending doom
of the Doc's disclaimer about the details and necessary treatment
required, which seemed blatantly artificial when, *poof*, Janeway's
cured, awake and healthy as ever, after seemingly little or no recovery
time, and the Doc gleefully overjoyed with himself. I think it could
have been done much more efficiently if she had simply returned to
the ship in critical condition and simply slipped into a coma as a
direct result.

Well, once can assume that the Borg weren't travelling a full speed,
allowing Voyager to keep up. Oh well...
... Circle the teepees, here come those damn settlers again!
