As did Negroponte in his arguments at the UN. The alleged imminence was even the legal justification presented by the administration to support a pre-emptive attack. I suspect that was the reason Bush backed off a bit in his State of the Union address. Demonstrating an imminent threat proved impossible, so he then claimed that it wasn't necessary; that a threat at some undefined time in the future was sufficient to support a pre-emptive attack. Of course that bit of nonsense is what got Bush so much ridicule for that speech. Iraq as an imminent threat was implicit in Bush's whole campaign to get UN approval for his proposed war for nothing else would justify it.
