Um, I may have misdirected with the above. the traffic is two-way; they can
download anything they can fit onto a 1.44 meg floppy, a zip-100, or a
zip-250, they just can't write files to the hard disk. 
the 'OUT' mean't: OUT as opposed to being able to access any other in-house
network segments.
