I'm not sure about the less thuggish though ( I presume you mean the
Israelis )  . When the Israelis had their first soldier kidnapped they cut
electricity and water to Gaza ( 1.3 million people ). That's like the
Detroit Police cutting off water and electricity to Detroit and all it's
surrounding suburbs if an officer got shot. That response was well beyond
thuggish.

 Unfortunately for the Israelis their non-nuclear weapons no longer command
the overwhelming advantage that they had been accustomed to in the previous
decades. With the current leaders in the area there's probably a better
chance for a lot of sand turning into glass in the region than peace
