I thought you might be using a different definition that Phil and Adam. All
of the definitions for Cluster Bomb that I've seen refer to using exploding
bomblets, not ball bearings.

Just a minor point as I consider the rockets with their ball bearings to be
very nasty beasts and possibly a war crime.
