The law is that you are not suspose to listen in.  It is one of the laws
that is not very enforcable.
Sort of like the gambling laws in the state I live in.  There is not
suspose to be gambling, but there are several places in town that sell
the 'ball tickets' every day.  Also like the not selling alcohol by the
drink used to be, but every VFW place did but they were only raided one
time and it caused such a stink the cops were told not to raid those
places......
