We have in Canada one place that consensus government is in use to great effect, NWT, they also have a real good recall system in place, if the representative is not doing their job he can be turfed. There was one sitting in the 80's where 57 pieces of legislation was passed. Consensus Government does work well, if the voters are remotely paying attention. For what these referendums cost the other method is far cheaper, but more work for the average voter. One needs to be on top of the representative always, checking and double checking what they are doing constantly, and turf the malingerers too bad we did not have that at the federal and provincial levels as well.
