Shrapnell has always been nasty - balls, case fragments, etc. It's all
part of making weapons nasty.
To a degree it depends on who they're used on. A deep field of advancing
infantry invading your country - by all means use flechettes. A woman and
her two children deep insĄde their own - no.
Cluster bombs are effectively anti-personnel mine deployers. Such mines
are internationally illegal, even when used against an opposing military.
