I think you meant cash to American contractors to NOT build
"infrastructure".

I can see using some of the large firms for some large projects but for
smaller projects get the locals back to work. We did some but no where near
enough.

We poured plies of money with no accountability and have less than zilch to
show for it. One royal fiasco.
