I'm sure NASA does know what it's doing when it comes to rockets, but they've got so much invested in that one solution that it might not make sense for them to change track. An agency without all that history might have a better chance of trying something new. Another huge factor is that NASA can't afford to take risks and that's going to predispose them to go with evolutionary changes to existing technology.
