Actually I had the impression as well. I think I had it from one of Phil's
messages where he said

There is a movement to outlaw the use of cluster munitions, for the reasons
you described.

I found some of the complaints to be er interesting. They are brightly
colored and easy to spot, wonder what the same  people would say if the
bomblets were not brightly colored and much harder to spot.
